Common Areas
One common misunderstanding regarding POA membership is related to common areas. Residents should understand that ownership rights are specific to the individual units (interior only) and that all land (fenced or not) is property of the subdivision. The following are frequently asked questions regarding common areas.
Pets
Q: Who is responsible for picking up pet waste?
A: Neither the POA nor the lawn care company are responsible for pet waste. Individual owners need to clean up after their own pets. Additionally, areas with excessive waste will be skipped by lawn care service and/or the owner will be billed for the cost of having the pet waste removed.
Q: My pet is well behaved. Does it have to be on a leash?
A: Yes! At all times. If residents encounter animals 'at large' they are encouraged to contact animal control.
Parking
Q: Who may use the designated parking areas in the subdivision?
A: Parking spaces in subdivision are for temporary visitor parking only. They are not for storage of extra vehicles, trailers, etc. These spaces belong to the subdivision and are not to be claimed as personal parking areas. No parking on streets is permitted at any time with the exception of service vehicles.
Q: Can residents use parking areas for extenuating circumstances such as vacations, emergencies, etc.?
A: Yes but for a maximum of 10 days. The POA encourages residents to keep designated parking available for short-term visitors. Parking areas will be monitored and vehicles that violate this policy will be towed.
Trash Cans
Q: My trash can has a foul odor. Can I put it outside until scheduled trash pickup?
A: Trash cans in front of units is prohibited unless it's 12 hours before or after curbside pickup. Trash cans can be stored anywhere outside of public eyesight.
Fenced Yards
Q: I'm interested in fencing in my back yard. What steps or requirements are necessary to begin the process?
A: POA board must approve fence plan before construction begins. Please submit inquiries to info@bellafontpoa.com. No makeshift fences are allowed.
Q: My backyard is completely fenced in. What am I allowed to do in that area?
A: Back yards that are fenced in provide owners/residents a private area to have personal property which is not permitted within common areas. This includes items such as trampolines, swing sets, etc. These items are not permitted outside of individually fenced areas.
Lawn Care
Q: I want to discuss lawn care around my unit. Who should I contact?
A: All lawn care inquiries need to be addressed directly to the POA board. Residents/Owners should not speak directly with lawn crew while performing their duties.
Q: When is leaf removal?
A: Leaf removal is done twice a year, normally prior to Thanksgiving and Christmas.
Q: What are residents allowed to do regarding flower beds?
A: Flower beds are property of the subdivision. Residents are welcome to plant flowers or minimally enhance these areas as long as they do not interfere with routine maintenance. The POA is not responsible for upkeep or damages to these items.
Q: Can I just takeover the planting and maintenance of my flower bed.
A: No.
Q: Can I plant any shrubs, trees, etc. in a common area around my unit?
A: Only with prior approval of the board. Inspection of the planned improvements is needed to ensure that underground utilities/irrigation are not damaged during the process.
Q: When is the irrigation system turned on?
A: Management of irrigation system is done at the board's discretion. Generally speaking this is operational between June and September.
Exterior of Units
Q: I need work performed on the exterior of my unit. What is the process for getting this completed?
A: Each request is handled on a case by case basis. Please contact the POA Board prior to performing any work to the exterior of your unit.
Q: Is the POA financially responsible for all exterior items?
A; While the POA is responsible to insure all items on the exterior, it is NOT responsible for maintaining these items (for example, windows, driveways, garage doors, and lighting).
Q: What about faucets or HVAC items?
A: Owners/Residents are responsible for maintaining these items.
